50-328/88 SUPPLEMENT TO VIOLATION RESPONSE In TVA's January 3, 1989 response to the violation cited in the subject inspection report, a commitment was made to revise Program Manual Procedure (PMP) 0604.04, revision 4, by January 31, 1989, to be consistent with 10 CFR 50.59 in the use of "may" versus "would" in performing screening reviews (SRs)/unreviewed safety question determinations (USQDs).

Subsequent to making this commitment, TVA developed a draft revision 5 to PHP-0604.04, which included the required changes to satisfy the above-noted commitment. However, parallel to the actions on the PMP, development of ONP Standard 6.1.3, " Reviewing and Evaluating Changes, Tests and Experiments," was in progress as part of TVA's effort to replace PMPs with standards.

Because ONP Standard 6.1.3 was scheduled for issuance in the near term and contained both the required changes to address TVA's commitment in the violation response and other enhancements to the 10 CFR 50.59 program, revision 5 to PHP-0604.04 was not issued.

Instead, revision 4 of the PHP has remained in effect, and Manager's Instruction (MI) 007, " Reviewing and Evaluating Changes, Tests, and Experiments," was issued on February 1, 1989, to provide interim program guidance until ONP Standard 6.1.3 could be issued and implemented.

It should be noted that MI-007 is consistent with 10 CFR 50.59 in the use of "may" versur "would" in performing SRs/USQDs.

ONP Standard 6.1.3 was issued on February 23, 1389, with an implementation date of March 31, 1989.

TVA will cancel PMP-0604.04 and MI-007 on March 31, 1989, at which time ONP Standard 6.1.3 will be fully implemented.
