The t'oclear Regulatory Comr.ission (the Commission) has found that:
A.
The applicaticr fer amendment by Northern States Power Company (the licensee) dated f9y 1, I?85, supplemented by letters dated Hov whcr 2P, 19PE cr.c hovember 3, 1986, ccmplies with the standards and,receirements of the Atomic Energy Act of 1954, as arended (the Act), and the Commissien's rules and regulations set forth in
.10 CFR Chapter I; B..
The fccility will operate in ecnformity with the application, the provisiers of the Act, and thc rules and regulations of the Commission; C.
There is reasonatic assurance (1) that the activities authorized b3 this an.endment can bc conducted without endangering the health and safety of the public, and (ii) that such activitits will be corc'ucted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inim':a1 to the coninon defense and security or to the health and safety of the public; and
)
E.
The issuance of this emendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have.
been satisfied.
2.
Accordingly, the license is amended by changes to tne Technical Specifica-tions as indicated in the attachment to this license amendment, and para-graph 2.C.2 of Facility Operating License Nc. DPR-22 is hereby amended to read as follows:

Technical Specifications The Technical Specifications coritained in Appendix A, as revised through Amendment No.64, are hereby incorporated in the license.
i The licensee shall operate the facility in accordance with the Technical Specifications.

This license amendment is effective as of the date of its issuance.
