The B&W Fuel Company, Commercial Nuclear Fuel Plant requests amendment of SNM-1168 to authorize possession of up to 5 curies of Americium-241 contained in one or more sealed sources.
Attachment I to this letter gives a complete explanation and justification for this request.
The request change is reflected on Page 4 of Section V of SNM-1168 (dated 4-19-89) and is included for your review in Attachment II.
A check for $150 is included for the initial licensing fee as required by 10 CFR 170.

- Over a period of the next 2 years, the Commercial Nuclear Fuel Plant 1
-will.be subjected to an IAEA audit of our nuclear materials control programs. Included in the inventory of analytical equipment planned for-use during the audit are 2 encapsulated Americium / Lithium sources. The Commercial Nuclear Fuel Plant will have the responsibility of storage and safeguarding these sources for the duration of the audit. Our application to amend SNM-1168, dated 3-16-89 requested authorization to possess 2 ci of Americium-241. It was our understanding from the IAEA representative that this would be sufficient to cover the two Lithium-Americium sources they planned to have shipped to the CNFP. On April 19, 1989, we were informed the source that is to be transferred from Los Alamos is 2.5 curies of Americium. This source, combined with the source coming from General Electric Company, Wilmington, North Carolina, will total 3.1 curies. 1

They may be sintered or unsintered. 4.2 Tube - Zircaloy or stainless steel tubing used as fuel pellet cladding. 4.3 Fuel Rod / Rod - Tubing that has been loaded with fuel pellets. 4.4 Fuel Asgembly/ Assembly - A grouping of fuel rods into a rigidly restre. ped configuration suitable for use in reactors. 4.5 CNFP - Commercial Nuclear Fuel Plant'of the Babcock & Wilcox Company. 4.6 Baffling / Shielding - When used in the context of moderation control, a technique for secoa.ry containmen,t and control of flow in the event of a water pipe rupture. 4.7 Calculated Safe Units - are those units evaluated according to Part 7.1.4.3 and shown to have a Keff not exceeding 0.85 under normal operating conditions and 0.95 under assumed accident conditions, considering both statistical and methodology limit of error. 4.8 Calculated Safe Array - is one evaluated act.
