Operator Requalification Examinations R.E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Gallo:

As requested during our telephone conversation of July 21, 1989, attached you vill find a comparison of RG&E's Ginnt. Requalification Program Evaluation results to the requirements of NUREG 1021 (ES-601).

RG&E's Requalification Program Evaluation was found to be in compliance with all ES-601 requirements except section C.3.b. (1) (b).

Failure of 50% of the Licensed Operators to successfully complete all sections of the examination exceeds the allowed 25% needed for a satisfactory program evaluation.

As a result of this one exception, the Ginna Requalification Program is designated as

" Unsatisfactory".

As specified in RG&E's correspondence to you dated July 24,

1989, RG&E is undertaking certain program enhancements to assure a satisfactory evaluation during the next scheduled Program Evaluation.

1. A program may be judged UNSATISFACTORY if the NRC judges at least one crew UNSATISFACTORY and the facility evaluators judge the same crew SATISFACTORY.
