Dear Mr. Speaker:

-Enclosed is the NRC report on abnormal occurrences at licensed nuclear facilities, as required by Section 208 of the Energy Reorganization Act of 1974 (PL 93-438), for the fourth calendar quarter of 1988. In the context of the Act, an abnormal occurrence is an unscheduled incident or event which the Commission determines is significant from the standpoint of public health or safety.

For this reporting period, there were no abnomal occurrences at nuclear power plants licensed to operate. There was one abnormal occurrence under other-NRC-issued licenses, involving a medical therapy misadministration. There were three abnonnal occurrences reported by Agreement States. The State of New York reported an event involvir.g multiple medical therapy misadministration. The State of Maryland reported two events, both occurring at the same hospital.

One involved a single medical therapy misadministration and the second involved multiple medical therapy misadministration. The report also contains informa-tion updating'some previously reported abnormal occurrences.

In addition to this report, we will continue to disseminate information on reportable events. These event reports are routinely distributed on a timely basis to the Congress, industry, and the general public.
