SUBJECT:
NRC MEETING WITH NUMARC WORKIllG GROUP ON PROCUREMENT l
On February 28, 1989, NRR management and staff met with the Chairman of the i
NUMARC Working Group on Procurement (Mr. W. Cavanaugh) and other NUMARC repre-sentatives to discuss the status of the Working Group's activities to review and improve licensee programs for procurement and dedication of equipment for use in nuclear power plants. A list of attendees is enclosed. Mr. Cavanaugh l
stated that the Working Group had endorsed the EPRI " Guidelines for the Utili-zation of Comercial Grade Items in Nuc1 car Safety-Related Applications" (EPRI l
Report NP-5652) for industry use. The Working Group endorsement will be pre-l sented to the NUMARC Board the week of March 6,1989 for NUMARC and industry-l wide endorsement.
In anticipation of Board approval, the Working Group, in coordination with EPRI, is planning three training seminars on implementation of the EPRI guidelines.
l The NUMARC representatives also provided a status on seven additional elements i
of the Working Group action plan:
(1) improved auditing practices, (2) guide-lines on improved receipt inspection / testing programs, (3) guidelines on obsolesecnt equipment and replacement, (4) general procurement practices, (5) information exchange programs, (6) guidelines on how to detect counterfeit and fraud, and (7) guidelines for nuclear distributors and suppliers on nuclear quality requirements and liability. Action on each of the above ele-ments of the action plan is underway with draft guidelines and position papers-for elements 1 and 3 above anticipated in the April 1989 time frame.
