(Millstone Nuclear Generating Station)

PROPOSED IMPOSITION OF CIVIL PENALTY - $25,000.

This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of. Twenty-Five Thousand Dollars

($25,000) will be issued on or about August 31,1989. to Northeast Nuclear Energy Company. This action is based on a failure to establish adequate procedures to prevent contamination to hydrolaze equipment via the heses that ran into the reactor building during the hydrolere cperation and other violations associated with transport 4 tion requirements that resulted when this equipment was transported offsite after completion of the operation.

The escalation and' mitigation factors in the Enforcement Policy were considered and the base civil penalty was mitigated by 50% due to the licensee's prompt and comprehensive corrective acticn. No other escalation or mitigation was considered warranted.

It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:

Mailing of Notice August 31, 1989 Telephone Notification of Licensee August 31, 1989 The State of Connecticut will be notified.

The licensee has thirty days from the cate of the Notice in which to respond.

Following NRC euluation of the response, the civil penalty may be remitted, mitigated, or imposed tj Grder.
