Dear Mr. Thorne:
'We are forwarding a letter dated April 27, 1989 from Nissho Iwai American Corporation with a request to change the end user for high enriched uranium originally (XSNM01271) to tie Kyoto University Reactor (KUR). exported to Japan for use (KUHFR),
This request is similar.to previous requests involving the JMTR and JRR 4.
(Seeletters dated June 25, 1987 signed by Fred McGoldrick and August 26, 1988 signed by
. Richard Stratford.
The current request would divert 4.992 kilograms of uranium containing 4.651 kilograms of U-235 from the proposed use in the KUHFR to the KUR.
Before taking action on this request we would appreciate your views as.to
.whether the. proposed new end use'for this material meets the applicable criteria in the Atomic Energy Act, as amended.
