Adragna, counsel representing Cap Rock Electric Cooperative, Inc. (Cap Rock), rec,uested a reevaluation of your " Finding of No Significant Change" pursuant to the antitrust operating license review of the captioned plant.
Enclosed for your signature are an affirmation of your finding and a Federai
- Register notice. Staff's conclusion is that Cap Rock's concerns have been adequately-addressed in your. original finding which stated that the issues raised by Cap Rock should be reviewed in the context of a, compliance proceed-ing. The issues raised by Cap Rock should be resolved in the 52.206 compliance proceeding presently being conducted by the stuff.
