NRC FORM 57 REQUEST FOR RECORDS A.
JUSTIFICATION 1.
Need for the Collection of Information.
10 CFR 9.7 states that various Nuclear Regulatory Commission (NRC) documents are available to the public for-inspection and copying at the Public Document Room (PDR) in Washington, DC.
Form 57 serves as a written versus verbal request form from the onsite requester containing the prescribed information that can be carried to the shelving area by the PDR staff or public for retrieval of the document; it then serves as a suspense record to ensure file integrity when the document is removed from the shelf.
2.
Agency Use of Information.
The form is completed by a member of the general public.
The specific data on the form oermits the POR staff to retrieve the document from the specific file location to provide that requester with the specified document at the pickup table, or to contact a person when the document is not returned after a given period of time. The first copy is used by the POR staff as a suspense record for the document; this copy is discarded-when the document is returned to the shelf.
The second copy is retained temporarily for statistical purposes to measure the number of documents requested that day and is then discarded; this number is utilized as a measurement of workload for the PDR and is used also by the NRC in its annual report to Congress.
The third copy is returned to a pickup table with the document attached or with an indication that the document is being used by someone else or that it is not yet publicly available.

Reduction of Burden Through Information Technology.
There are no legal obstacles to reducing the burden associated with this information collection.
The brief burden associated with completion of the form is not currently amenable to reduction through the use of information technology.

Effort to Identify Duplication The Information Requirements Control Automated System (IRCAS) was searched to determine NRC duplication.
This information does not duplicate other information collections.
Each response is for a particular document at a unique point in time at this facility.

-There is no source for the required infonra!..on other than the requester.
Information necessary to retrieve the document and for whom it is to be retrieved can only be supplied by the requester.

Effort to Reduce Small Business Burden.
The information required is needed for all individuals regardless of the size of the entity, if any, by which they are employed.
The burden is small and should have no significant impact on operating costs.

Consequences of Less Frequent Collection.
This item is not applicable.
The respondent determines the frequency of completing the form.
The form is completed only at the time the document is requested for reading in the PDR.

Circumstances Which Justify Variation From OMB Guidelines.
There is no variation from 0MB guidelines.

Consultations Outside the NRC.
There were no consultations since the last clearance submittal.
10.
Confidentiality of Information.
The NRC provides no pledge of confidentiality for this collection of information.

Justification for Sensitive Questions.
The form contains no sensitive questions.

Estimated Annualized Cost to the Federal Government.

this includes the administrative effort in designing and processing the forms as well as the cost of the form.

Completion of the_ form by a requester will average one minute.

Based on experience, observation, and sampling, the burden estimates appear reasonable.

Reasons for Change in Burden.
Over the past three (3) years, the burden on the public to complete the form has decreased due to procedural and policy changes (opening the stacks and direct orders from.reproduc-tion contractor's microfiche) and due to a shift from on-site-orders to more off-site (telephone and letter) and on-line orders.

' Publication for Statistical Use.
The PDR counts the forms on a daily basis, tabulates data on a monthly basis, and summarizes the preceding fiscal year data in October of each year.
This statistical count appears in the NRC annual report which is published the following summer.
