Dear Mr. Stello:

'Ihe Federal Emergency Manasf= sit Agency (FDR) has carpleted an analysis of the pratpt alert and notification system for the Fort 3

Calhoun Nuclear Power Station located near Blair, Nebraska. 'Ihis review has been cmpleted pursuant to Title 44 CFR, Part 350; selected evaluative criteria and Appendix 3 in NOREG-0654/FDR-REP-1, Revision 1; and FDR-43, the "Stardard Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants" (now published as FDR REP-10).. 'lhe enclosed report entitled, " Fort Calhoun Nuclear Power Station Site-Specific Offsite Radiological Emergency Preparedness Alert ard Notification System Quality Assurance Verification," sumarizes the engineering design review; incorporates the results of the telephone survey of the public conducted immediately following full activation of the alert and notification system on July 25, 1985; and confirns the adequacy of the applicable evaluative criteria fran NUREG-0654/FDR-REP-1, Revision 1, and FDR-43.

Based on the engineering design reviews and the results of the July 25, 1985, public telephone survey, FDR has determined that the alert and notification system installed around the Fort Calhoun Nuclear Power q

Station satisfies the requiremstus of NUREG-0654/FDR-REP-1, Revision 1, and FDR-43. 'Iberefore, there is now reasonable assurance that the system is adequate to pratptly alert and notify the public in the event of a radiological emergency at the site. 'Ihe caveats on the Fort Calhoun alert and notification system contained in the Title 44 CFR, Part 350, approvals dated P+wder 3,1984, for the Nebraska Radiological Emergency Response Plan, ard May 4,1987, for the Iowa Radiological Emergency Response Plan, are now removed. 'Ihe Honorable Kay Orr, Governor of Nebraska, and the Honorable Terry E. Branstad, Governor of Iowa, have been advised of this approval.
