DOCKET NO. 50-341 FFAMI-2 ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT' IMPACT The U.S. Nuclear Regulatory Commission (the Commission) is considering issuance of an amendment to facility Operating License No. NPF-43, issued to the Detroit Edison Company (DECO) and the Wolverine Power Supply Cooperative, Incorporated (the licensees) for the operation of Fermi-2 located in Monroe County, Michigan.
ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:
The proposed amenoment would revise the Technical Specifications (TS).to
-reflect the use of sodium pentaborate enriched with the Boron-10 isotope tc
-meet the requirements of the Anticipated Transient Without Scram (ATWS) Rule, 10 CFR 50.62. The preposed change also corrects some inconsistencies between Action Statenents in Sections 3/4.1.5 ano 3/4.8.4.5.
The proposed action is in accordance with the licensees' application for amendment dated l'ay 11 1989.
The Need for the Proposed Action:
The proposed changes to the TS are required in order to meet the require-ments of the Anticipated Transient Without Scram OTWS) Rule,10 CFR 50.62.
Environmental Impacts of the Proposed Action:
The Commission har completed its evaluation of the proposed revision to l
l the TS. The prcposed revision would reflect the use of sodium pentaborate enriched with the Boron-10 isotope to enhance the SLCS to meet the ATWS Rule.

The proposed revision would also modify the TS Actions and Surveillance Requirements to be consistent with the use of enriched Boron.
The use of enriched Boron also reduces the required concentration of sodium pentaborate which causes the solution saturation temperature to decrease.
This eliminates the need for supplemental heat tracing and the proposed TS reflect this by eliminating the requirements for heat tracing.
Therefore, the proposed changes do not increase the probability or consequences of any accidents, no changes are being made in the types of any effluents that may be released offsite, and there is no significant increase in the allowable individual or cumulative occupational radiation exposure.
Accordingly, the Commission concludes that this proposed a: tion would result in no significant radiological impact and could result in the reduction of the radiological impacts.
With regard to potential nonradiological impacts, the proposed changes to the TS involve systems located within the restricted area as defined in 10 CFR Part 20.
They do not affect nonradiological plant effluents and have no other environmental impact.
Therefore, the Commission concludes that there are no significant nonradiological environmental impacts associated with the proposed amendment.
The Notice of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the FEDERAL REGISTER on July 11, 1989 (54 FR 29118).
No request for hearing or petition for leave to intervene was filed following this notice.
Alternative to the Proposed Action:
Because the Commission has concluded that there is no significant environmental impact associated with the proposed amendment, any alternative would have either no or greater environmental impact.

Agencies and Persons' Consulted The Commission's staff reviewed the licensees' request and did not-consult other. agencies or. persons.
FIPDING OF NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact-state-ment for the proposed license amendment.
Based upon the foregoing' environmental assessment, the Commission concludes that the proposed action will not have'a significant effect on the quality of the human environment.
