REVISED AE0D SPECIAL STUDY REPORT AE0D/S901 AE00 special study report AE0D/S901, " Maintenance Preblems at Nuclear Power Plants," was provided to you fnr information by my memnrandum of February 23, 1989. We have revised and expanded the original report to incorporate additional data and analyses, and deleted certain information that, upon

'further review, can be replaced with information that more accurately reflects maintenance effectiveness. The revised report using the additional information presents clearer trends. Thus, the revised report updates and supersedes the previous version. I am enclosing a ecpy of the revised report for your consideration and use.

The revised report includes a review of maintenance-related cause code data extracted from licensee event reports for 1985,1986,1987, and the first two quarters of 1988. Also included is an analysis of data related to maintenance problems from the NRC Performance Indicator (PI) program covering 1987 and 1988. Other data from the PI program related to maintenance, such as average forced outage rate and equipment forced outages, are also presented.

The revised report deletes previously used information from the NRC Nuclear Document System, since the trends in the maintenance related documents in the system most likely resulted from a combination of NRC and industry activities.

Some general conclusions from the expanded data analysis are:

The fraction of events attributable to maintenance deficiencies has remained relatively unchanged since 1985.

- The distribution of causes for events that are included in the PI program is similar to that for all events reported in LERs for the same period.

- Industry performance in the area of maintenance at operating nuclear //
