This letter refers to the-inspection conducted by Messrs. Walter P. Haass, Edward B. Tomlinson, and Harvey M. Wescott of this office on. June 6-8, 1989, at yourLfacilities h Rocky Mount, North Carolina and to the discussions of our findings with yourself and other personnel in your company at the cor.clusion of the inspection.
The purpose of this inspection was to review the procedures and records of implementation.for the classification and dedication of commercial grade spare and replacement parts for diesel engines used in safety-related applications; and t.o review your resolution of recent Part 21 hardware deficiencies.
The results of the in'spection indicate that yoar program fcr the classifi -
cation and dedication of connercial grrde pnrts for gjesel engines represents a positive step forward in.asturing the quality of these parts fcr safety-related service. ;Ke note, however, that the scopc of your dedication process is generally limited to the verification of dimensims, inspection for 1
physical damage, functional. testing for mechanical farti, and additional'

seismic qualification testing for electrical party. We note that c small number of vendors have not provided the product information necessary for

dedication. We further note that the Ger.eral Motors, Electro-Motive Division (GM/EMD) is' relied upon for assurance of other critir.al characteristics such as material certification, surface finish correctness, and performance ctpebility.
Your audits of GM/EMD as-the supplier of the diesel engine parts thereby become' i
an important aspect of the overall dedication process; therefore, appropriate consideration should be given to their scope and frequency of occurrence.
During a tour of your. shop facilities, it was noted that proper care was exercised to tag and separate safety-related parts. However, in an area in

which asseinbly of electrical cabinets containing control circuitry was underway, it was observed that improved separation of safety-related and l
