~ MOTION FOR EARLY HEARING IN SITE VICINITY NOW COMES the Seacoast Anti-Pollution League, the
. Massachusetts Attorney General, the Town of Hampton and New England Coalition on Nuclear Pollution and respectfully move that the Appeal Board schedule oral argument on the appeals from LPB 88-32, the'P.I.D. on the NHRERP, as soon as the Appeal Board can a>nveniently do so after filing of all briefs, and that the Appeal Board arrange to hear oral argument on this matter in New Hampshire.
In support of this motion, SAPL states that the Appeal Board's decision on the issues raised in appeal of LPB 88-32, particularly concerning the issue of the standard by which the
" adequacy" of emergency plans is to be judged, and the status of FEMA guidance, will have a major effect not only in tne outcome of the p9nding appeal, but on the ongoing litigation of the so-called h I 8905160072 B90503 n

Seabrook Plan for Massachusetts Communities and the exercise of that plan and the NHRERP, now proceeding before the Licensing Board in Boston.
In regard to a hearing in the site vicinity, SAPL avers that many of its members and members of the public concerned about the Seabrook licensing would be better served by having the oral argument heard in this vicinity, which will accomodate public attendance and local coverage.
This Appeal Board has, on two prior occasions, arranged for oral argument on appeals from Licensing Board decisions to be held in the State of New Hampshire, once in Nashua, New Hampshire, and once in Concord, New Hampshire.
