SUPPORTING STATEMENT for Collection of Information on Reactor Operator and Senior Reactor Operator Licensing Training and Requalification Programs (OMBClearanceNo. 3150-0101)

Description of Information Collection l

The regulations in 10 CFR Part 55 establish the requirements for administering {

j reactor operator (RO) and senior reactor operator (SR0) licensing and requalification examinations. In order for NRC staff to develop these l examinations, a letter is sent approximately 90 days before a scheduled j examination requesting the facility to send the appropriate training material  ;

4 as specified in 10 CFR Part 55. This information consists of lesson plans, system descriptions, and other training material used in the training programs described l in the enclosed form letters (Attachments 1 and 2). Because the training  !

material required to prepare these examinations are specific to each plant and l this material requires continued upgrading, it needs to be forwarded each time an examination is scheduled. Since all of the requested information is already in use as part of the operator licensing and requalification training l program, the regulatory objectives can be achieved with a minimum burden on the licensees. Other methods of collection such as on-site review, microlfilm submittal, automated submission, one-time submittal with annual update, or simplification of format would impose significant annual burdens on the i licensees. The submittal of this information will simply require duplication j of the available training material. No new information is required. J l

A. JUSTIFICATION q

1. Need for Collection of Information  !

I Information on the operator training and requalification programs is 1 required to enable the NRC' staff to develop examinations as required j by 10 CFR 55.41, 55.43, 55.45 and 55.59. l

2. Agency Use of Information j l

The information will be used to develop requalification examinations l and examinations for reactor operators and senior. reactor operators l as required by 10 CFR 55. The information will be submitted to the Operator Licensing Branch or the appropriate Regional Office of the NRC and will be returned to the facility after the examination j process is completed. If the requested information is not I collected, examinations could not be developed as required by l Part 55 ( Attachment 3). i

The NRC administers one requalification examination to approximately 50% of the facilities each year. .

This is an increase from the last OMB submittal. This increase was necessitated by the revision of the requalification

! exarnination process to allow for a more performance-based evaluation of nuclear power plant operators. Therefore, on an annual basis, it is estimated at 10,560 staff hours (240 hours0.00278 days <br />0.0667 hours <br />3.968254e-4 weeks <br />9.132e-5 months <br /> per exam x 44 site visit /yr) l at a cost of $633,600 (10,560 x $60).

Total annual cost to the federal government will be approximately

$3,168,000 ($2,534,400 + $633,600).

13. Estimate of Industry Burden and Cost Approximately 88 facility organizations will be requested to submit 1 information. For licensing examinations the information will be submitted to the NRC approximately twice per year and the volume of material is typically 2,000 pages por submittal. The NRC administers one requalification examination to approximately 50 percent of the facilities each year. The volume of material is typically 800 pages for requalification examinations; this is an increase of 300 pages from the last OMB submittal due to the coverage of more material based on the revision of the examination process. Up to three copies of the training information may be required, depending on how many examiners are involved in the preparation of the examinations. The l copy requirements will be specified in the letter to the facility.

The number of hours required is arrived at by using 125 pages per hour. This is based on previous experience with similar material and discussions with facility training perscnnel. The annual cost to collect and transmit the material for the license program will be $88,000 ($500/ plant x 88 plants x 2 site visits).

This is an increase from the last OMB submittal. That submittal inadvertently based the cost on only one site visit per plant. This l

cost has now been aujusted to correctly reflect two site visits per plant. [The $500/ plant is arrived at by estimating 6000 (3 x-2000) pages at St per page for reproduction costs = $300, plus $50 for packaging, handling and shipping costs.] .The annual cost to collect and transmit the material for the requalification program would cost l

14. Reasons for Change in Burden The burden estimated here represents an increase of 195 burden hours. This increase is the result of a) an' increase by five of the current number of licensed facilities and b) an increase in the number of pages required to be reproduced for requalification.

ATTACHMENT 1 i CORPORATE NOTIFICATION LETTER  !

SUBJECT:

REQUALIFICATION PROGRAM EVALVATION l In a telephone conversation between M (title) and M (Section Chief), arrangements were made for an evaluation of the requalifica- i tion program and licensed personnel at the (facility name). The evaluation visit is scheduled for the week of (date).

For this visit, the NRC examiners will administer the operating and written-examinations. The NRC examiners will discuss with the appropriate facility personnel and operators the schedule an;l the process for these examinations.

For the examiners to adequately prepare for this visit, it will be necessary for the facility to furnish the approved items listed in Enclosure 1 " Refer-ence Material Requirements." M has been advised of our reference material requirements and where they are to be sent. j NRC reserves the right to postpone NRC administered requalification examinations i if the facility generated materials are inadequate for examination preparation.  !

It is requested that an employee be provided to complete the examination team.

The employee shall be an active (per the requirements of 10 CFR 55.53(e) or (f)) SR0 from the (plant name) Operations Department. If desired by the facil-ity, and agreed to by the Chief Examiner, an additional employee from the Training Department may be a member of the examination team. This employee shall preferably be an active (per the requirements of 10 CFR 55.53(e) or (f)) -

SRO, but may be a facility or INPO certified instructor. These individuals must not be scheduled for an NRC administered examination during this visit,'or participate as instructors once selected. The facility representatives will be

. required to certify that they did not knowingly compromise any portion of the examination.

The facility representatives shall be restricted (1) from knowingly communicating by any means the content or scope of the examination to unauthorized persons

. and (2) from participating in any facility programs such as instruction, examina-tion, or tutoring in which an 'dentified requalification examinee (s) will be present. These restrictions call apply from 60 days prior to the examination date.

In addition to these two individuals, the assignment of a simulator operator is

' requested 14 days prior to the scheduled examination date. The simulator operator will be under examination security restrictions similar to those above, except that his/her restrictions shall apply from 14 days prior to the examination date.

The facility management is responsible for providing adequate space and accommodations to properly develop and conduct the examinations. Enclosure 2,

. " Administration of Requalification Examinations," describes our requirements for developing and conducting the examinations. M has also been informed of these requirements, Also, a facility operations management repre-sentative (as a minimum, first level above shift supervisor) should observe the simulation facility examination process at the site.

Enclosure 3, contains the "NRC Rules and Guidance for Examinees" that will be in effect during the administration of the written examination. The facility.

management is responsible for ensuring that all operators are aware of these rules. The requalification examinations and the subsequent evaluation of the facility requalification program will be performed in accordance.with ES-601.

ENCLOSURE 1 REFERENCE MATERIAL REQUIREMENTS

1. For the written examination, the following items must be provided to the NRC 60 days prior to the examination date: q Proposed R0 and SRO requalification written examination test items. (A minimum of 350 per section-of the examination.)

Since the written examination is open reference, examination items must meet the following: .,

a. Items that require only memorization or recall are not perntitted; i
b. Items should require that the examinee comprehend, interpret, integrate, or apply available information;
c. Items should contain situations, aspects, or conditions that do not duplicate lesson plans or references; and
d. Items should require examinees to locate and use references. ,

1 The written examination will be composed of two sections, each designed to be completed in 1-1/2 hours. Each section will be separate. Section A will be administered on a static simulator; Section B will be administered in a classroom setting. Section A is designed to evaluate the operator's knowledge of plant systems, integrated plant operations, and instreenta-tion and controls. In addition, recognition of Technical Specification LCOs and the operator's ability to diagnose postulated events should be evaluated. Section B of the written examination is designed to evaluate the ability of the operator to analyze a given set of conditions and deter-mine the proper procedural and/or administrative guidance.

2. All reference material and objectives for the proposed operating test items.

For the simulation facility, the following items must be provided to the NRC 60 days prior to the examination date:

a. A minimum of 15 scenarios The scenarios should sample areas such as LERs, emergency.and abnormal procedures, and design and procedural changes that exer-cise the crew's ability to use facility procedures in accident prevention and mitigation. The scenarios should evaluate each crew member as appropriate to his/her license, and shall exercise their abilities in the use of Emergency Operating Procedures, Technical Specifications, and the Emergency Plan. The scenario's net time (not including time spent on briefings, setup or simula-tion facility problems) should average 50 minutes, based upon real time performance.

For the plant walk through examination, the following items must be provided to the NRC 60 days prior to the examination date:

(1) A list of systems and topics appropriate to the plant walk through examination that were covered during the requalification cycle and are important to safety. All reference material required to support an examination on these topics should be provided.

(2) Seventy five (75) job performance measures.

These performance measures should be both in plant and control ,

room operator functions e that are required for the safe operation of the facility. They shall include acceptable performance criteria. ,

I ADMINISTRATION OF REQUALIFICATION EXAMINATIONS

1. Twenty percent of the facility licensed operators shall be selected for evaluation. Normally the crew currently in the requalification cycle will be selected. A random sample without replacement will be used to preclude a satisfactory operator from being subject to reexamination by the NRC during the term of the license. -The sample will include other shift (s) made up of licensed personriel who are not routinely performing shift duties. '
2. The simu'lator and a simulator operhtor(s)'will be provided for examination development. The date(s) and duration of time needed to develop'the exami-nations will be agreed upon by the chief examiner and the facility.
3. The reference material used in the simulator will be reviewed by the chief examiner. No material will be used that is solely used for training.
4. A single room shall be provided for completing Section B of the written examination. The location of this room and supporting rest room facili- ,

ties shall be such as to prevent contact with all other facility and/or '

contractor personnel during the duration of the examination.

5. Minimum spacing is required to ensure examination integrity as determined by the chief examinationer. Minimum spacing should be one examinee per table, with a 3-foot space between. tables. No wall charts, models other training materials shall be present in the examination room. , and/or
6. Copies of reference material for Section B of the written examination will be provided for each examinee. The reference material will be reviewed by the chief examiner and will consist of Technical Specifications, operating /

abnormal procedures, administrative procedures, Emergency Plans as available to the plant operators.

7. Video taping capabilities may be utilized. The facility should contact the chief examiner for restrictions related to its usage.
8. Since common tasks and detailed systems knowledge will. be probed during the walk through portion of the operating test, operators will be requested not to discuss the walk through with other examinees until after the complete examination has been administered.
9. An attempt will be made to distinguish between R0 and SRO knowledge and abilities to the extent that such a distinction is supported by the facil-ity training materials.

All completed reactor operator and senior reactor operator license applications should be submitted at least 30 days before the first examination dates so that we will be able to review the training and experience'of the candidates, process the medical certifications, and prepare final examiner assignments after applicants eligibility has been determined. 1. A single room shall be provided for administration of the written examina- l tion. The location of this room and supporting restroom facilities shall I be such as to prevent contact with all other facility and/or contractor personnel during the written examination. If necessary, the facility should'make arrangements for the use of a suitable room at a local school, motel, or other building. Obtaining this room is the responsibility of t he. licensee.
2. Mininie.2 spacing is required to ensure examination integrity as determined by the Chie Examiner. Minimum spacing should be one applicantTper table, with a 3 foot space between tables.
3. Suitable arrangements shall be made by the facility if the applicants are to have lunch, coffee or other refreshments. These arrangements shall comply with Item 1 above and shall

1. At the option of the Chief Examiner, the facility may review the written-examination up to two weeks prior to its administration. This review may take place at the facility or in the Regional office. The Chief Examiner will coordinate the details of the review with the facility. An NRC examiner will always be present during the review.

Whenever this option of examination review is utilized, the facility reviewers will sign the following statement prior to being allowed access l to the examination. The examination or written notes will not by retained  !

Regardless of whether the above examination review optlon is exercised, immediately following.the administration of the written examination, the facility staff shall be provided.a marked up copy of the examination and the answer key. If the facility did not review the examination prior to its administration, they will have five-(5) working days from the day of the l written examination to submit' formal comments.
