" licensee") is the holder of a general license granted by the Nuclear Regulatory Commission (the "Cosmission") pursuant to 10 CFR 40.22. The general license
-authorizes the use or transfer of.not more than 15 pounds of source mateHal l
at one' time and the receipt of not more then.150 pounds of source material in any one calendar year.

An inspection of the licensee's premises at Ores. Utah, on August.23, 1982, i
by a twpresentative of the NRC Region IV Office indicated that the licensee had conducted licensed activities in violation of certain Commission require-ments. As a result of this inspection, an Order to Show Cause and Order Temporarily Suspending License was issued to Orion Chemical Co. on September 3,
'1982. The licensee responded to the citations in the Order to Show Cause ca September 24, 1982, and described a nus6er of corrective actions it planned to take including: (1) asasures to assure compliance with recordkeeping
