Semiannual Effluent and Vaste Disposal Report Gentlemen Enclosed. find two (2) copies of the Toledo Edison Semiannual Effluent and Waste Disposal Report for the Davis-Besse Nuclear Power Station, Unit No. 1 for January 1 through June 30, 1989.

The applicable portions of Regulatory Guides 1.109, 1.111 and 1.113 have been used along with NUREG-0133 for dose calculations and meteorological modeling methodology to demonstrate compliance with Appendix I to 10 CFR Part 50.

Pages affected by Revision 3.1 of the Off Site Dose Calculation Manaal (ODCM), which became effective during this rtporting period, are included in Appendix D of this report. Appendix E contains information concerning milk sample unavailability.

At the time of this report's submittal, the abnormal liquid release described in Section 6-I of Appendix A remains under investigation.

Preliminary calculations estimate that as much as 179 mci of radioactivity was released. Toledo Edison believes that a detailed analysis vill show that the calculated dose to the public resulting from this release is a small fraction of Davis-Besse Technical Specification limits. Final quantification of the total radioactivity released, dose calculations and any other pertinent information vill be included with revised report results in an addendum to this report to be submitted no later than November 17, 1989.
