[External_Sender] Docket ID: NRC-2015-0039 August 31, 2020 To: Office of Administration Mail Stop: TWFN-7-A60M U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001 WEC_CFFF_EIS.resource@nrc.gov RE: Docket ID: NRC-2015-0039 Scoping Comments for Preparation of the Draft Environmental Impact Statement as Part of the Relicensing Process for the Westinghouse Fuel Fabrication Facility, Hopkins, SC As a longtime resident of Columbia, South Carolina, located in Richland County, SC, I've been acutely aware of the goings-on at the Westinghouse Fuel Fabrication Facility, mostly through the many news reports of their accidents and mishandling of nuclear fuel.

Like many South Carolinians and visitors who come to our state, I spend time near the Westinghouse plant while visiting the Congaree National Park. Also known as the Congaree swamp, Swamp being the operative word, this National Park is located adjacent to the Westinghouse facility. The idea of the NRC renewing Westinghouses' license to operate for another 40-years makes no sense in light of their continued mishaps and the fact that the facility is located in an environmentally sensitive area of South Carolina. If such a facility were to be built today, i believe it would not be placed in the middle of a swamp next to families that rely on underground wells as their source of drinking water.

Westinghouse's leaking of radioactive and various hazardous wastes into the groundwater, exposure of workers to radioactive materials, and the dangerous levels of uranium that were allowed to build up in their scrubbers and their slow response in reporting such incidents, are some good examples of why the Nuclear Regulatory Commission should not be hasty in giving Westinghouse a 40-year renewal of their license.

I believe it would be more prudent to give them a 5-year license renewal. A longer renewal agreement should be contingent on Westinghouses ability to demonstrate that they can safely operate their nuclear fabrication facility and by doing so, guarantee the safety of their workers, their Richland County neighbors and all who visit The Congaree National Park.
