i NOTICE OF VIOLATION Missouri University Research Reactor Docket No. 186 10 CFR 50.59 states that a change in the facility, as described in the safety analysis report, may be made without prior commission approval provided that the proposed change does not involve a change in the Technical Specifications or an unreviewed safety question. The regulation also requires that the licensee maintain records of changes in the facility and that these records include a written safety evaluation which provides the bases for the determina-tion that the change does not involve an unreviewed safety question.

Contrary to the above, on March 6,1989, the licensee was modifying the emergency power system and installing an uninterruptible power source without having performed a safety evaluation which provided the bases for the determination that the change does not involve an unreviewed safety question.

This is a Severity Level IV violation (Supplement 1).
