.As a result of the inspection conducted on July 17-21, 1989 and in accordance i: with the " General' Statement of Policy and Procedure for. NRC E.forcement L . Actions," 10. CFR Part 2, Appendix C (Enforcement Policy) (1989), the' following deviation was; identified:

l -- The Calvert Cliffs FSAR, Section 8.4.1.2 (page 8-17 Rev. 6), states the-fo % ng:-

L " Quarterly samples will be composited from incoming fuel' oil and analyzed for API gravity, specific gravity, flash point, sulfur, ash, Btu per gallon, and viscosity. Samples are'obtained from the -

fuel cil storage tanks every 3 months and analyzed for-oxii*iM on/ deterioration products,"

Contrary to the above,'as of July 21, 1989 there was no~ documented

-evidence to show that quarterly samples were'obtained and analvzed as

stated in the FSAR Section.

Pursuant to the provisions of 10 CFR 2.201, the Baltimore Gas and Electric Company is'hereby requested to submit to this offict'within' thirty days of the-date of the letter which transmitted this Notice, a written statement or explanation >in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further deviations;.and (3) the date when full compliance will-be achieved.

Where good cause is shown, consideration will be given to extending this

-response time.
