$UBJECT: Region 19 Control Rod Drive Assessment Gentlemen:
On August' 18, 1989, the Public Service Company of Colorado (PSC) received a slack cable alarm during surveillance testing of the control rod drive and orifice assembly (CRD0A) in Region 19 of the Fort St. Vrain (FSV) reactor. The reactor has 'been shutdown, and efforts are underway to move the Region 19 CRD0A to the hot service facility and assess the cause of the control rod binding associated with the slack cable alarm.
Once PSC's assessment of the control rod binding condition has been completed, the results will be reviewed with the NRC prior to reactor restart.
The purpose of the assessment will be to determine if the cause of the control rod binding conditio:: has generic implications concerning the operability of other CRD0As.
