Dear Administrative Judges:

Enclosed please find the NRC Staff's Proposed Findings of Fact and Conclusions of Law With Respect to the Seabrook Plan for Massachusetts Communities and the Exercise Contentions" in disk form.

While these findings have been converted from an IBM DCA fonnat to Word Perfect 5.0, there are some anomalies due to the difference in codes embedded in the document by the computer. For example, the proposed NRC Staff inserts that are underlined show both on screen and print properly as underlined words. However, the overstrike feature does not appear on screen nor print correctly. The overstrike follows the words to be struck, rather than actually appearing on top of them. Thus, in order to properly understand those portions of the text, the hardcopy of the findings must be read in conjunction with review of them on screen.

We regret that our word processing systems are not compatible but nonetheless hope that the enclosed disk will be of use to you in reviewing the Staff's filing.
