Westinghouse Applicati9n for Amendment Dated May 26, 1989 The ~ Westinghouse Electric Corporation hereby submits this letter amendment to Certificate of Compliance No.

5450 (Docket No.

71-5450) for the-RCC-1/RCC-3 fuel shipping container.

Please delete the above application dated May 26, 1989.

The only change requested as part of this letter amendment is to allow shipment of a single Westinghouse 17x17 12-foot OFA fuel assembly per shipping container to 4.45 wt % enrichment when shipped in'the above mentioned containers with Gadolinium Oxide poison plates.

The criticality analysis, provided as Attachment 1,

assumes a 4-inch moderator gap between the tops of assemblies in adjacent containers for the Maximum Credible Accident (MCA).

This assumptions is consistent with our The results show a KENO K gf of 0.912 with a one sigma existing license.

e uncertainty of 0.003.

If all appropriate biases and one-sided 95/95 uncertainties are included, the resultant Keff is 0.926.

Your timely review of this letter amendment would be appreciated as Westinghouse has need to make a shipment of this fuel design on September 12, 1989.

We request that the approval period for this letter amendment be granted for forty-five (45) days.

A check'in the amount of $150 in payment of the application fee specified in 10CFR170.31 for this letter amendment was submitted with the previous transmittal.
