REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE (CAW 89-072)

By )|letter dated July 25, 1989]], Georgia Power Company -(GPC) submitted WCAP-11312, Rev.1, " Westinghouse Owners' Group Technical Specification Subcommittee Reactor Trip Breaker Maintenance / Surveillance Optimization Program" and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790. GPC also submitted your affidavit dated May 22, 1989.

You stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

1. The information is owned and has been held in confidence by Westinghouse.
2. The information is of a type customarily held in confidence by Westinghouse and not customarily disclosed to the public.
3. The information was transmitted to the Commission in confidence.
4. The information is not available in public sources.
5. Public disclosure of she information would likely cause substantial harm to the competitive position of Westinghouse.

We have reviewed your application and the material in accordance with the requirements of 10 CFR 2.790 and, on the basis of your statements, have determined that the submitted information sought to be withheld contains trade secrets or proprietary commercial information.

Therefore, the version of.the submitted information marked as ro be withheld irom public disclosure pursuant to 10 CFR 2.790(b)p(5)prietary, and Section will 103(b) of the Atomic Ene gy Act of 1954, as anended.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents. If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.
