SEQUOYAll HUCLEAR PLANT (SQN) UNIT 1 - 10 CFR 50, APPENDIX J. EXEMPTION REQUEST AND TECHNICAL SPECIFICATION CHANGE (TS) 89-14 In accordance with 10 CFE 50.90, we are enclosing a requested amendment to license DPR-77 to change the TSs of SQN unit 1. The proposed change would allow the third Type A test (containment integrated leak rate test [ILRT)) and the 10-year inservice inspection (ISI) to be uncoupled and performed in separate refueling outages. The proposed changes involve containment systems section 4.6.1.2.a and bases Section 3/4 6.1.2, " Containment Leakage."

in conjunction with the proposed TS change, TVA is requesting exemption from the requirements of 10 CFR 50, Appendix J, section III.D.1.(a), for SQN unit 1. This exemption, in combination with the proposed TS change, would allow the third Type A test and the 10-year ISI (required by 10 CFR 50.55a) to be uncoupled and performed in separate refueling outages.

The proposed TS change is identified in enclosure 1. The justification for the proposed TS change is provided in enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in enclosure 3. Enclosure 4 contains the 10 CFR 50, Appendix J, exemption request. An environmental assessment has been performed pursuant to 10 CFR 51.30 and is provided with the significant hazards consideration and the 10 CFR 50, Appendix J, exemption request.

The subject changes are associated with TVA's proposed TS change 89-11 to allow a one-time extension of the SQN unit 1, Type A test interval. TVA requests that an NRC response be provided before August 1, 1989, to support scheduling of unit 1 test and outage work activities.
