SUBJECT:
TEXAS LLW SITING MEETING On April 26, 1989, I attended, as an observer, a meeting between the Texas LLW Authority and representatives of El Paso County regarding possible selection of the Fort Hancock site.
NRC attendance was requested by Congressman Coleman. A representative of Congressman Coleman's Office and the Texas Bureau of Radiation Control, the Agreement State licensing agency, also attended. The meeting was closed to other attendees and was mediated by the Rio Grande Council of Governments. The meeting purpose was to provide an opportunity for El Paso County technical consultants to present their site selection study findings to the Authority for consideration in the final selection process.
El Paso and Hudspeth Counties have spent in access of $500k of public funds on site suitability studies of the Fort Hancock site carried out principally by Sergent, Hauskins and Beckwith, Inc. (SHB). At the meeting SHB and other consultants presented data, analyses and their conclusion that the site is flawed and should be abandoned. They cited four principal reasons:
1.
The site is in the 100 year flood plain; 2.
The site is active geoseismically and has local capable faults; 3.
The site has a complex geology with local fissures and fractures; and i
4 The site has major upstream drainage sources and may have perched water sources associated with drainage areas.
The Authority had received the results of the SHB siting studies on April 72nd and had not had a chance to review them in detail. They listened and l
questioned SHB to ensure understanding of the data and findings. They i
indicated no disagreement with the data in many cases but noted exception with SHB's findings. The Authority stated they have not yet completed their final i
analyses or findings, would consider the SHB data and analyses and expect to complete their efforts by August. Follow-on activities will include possible l

MEMO TO RBANGART/PL During discussion with Steve Etter, the Texas Bureau of Radiation Control representative, he indicated a possible need for NRC technical assistance in addressing questions in this area regarding NRC siting requirements and guidance.
During discussion with Robin Brodie, Congressman Coleman's representative, she indicated a possible need for NRC participation in a meeting with Congressman Coleman and other Texas Representatives on LLW disposal issues.
