Chapter 7 The GA0 stated in Chapter 7.

Conclusions and Recommendations:

"Since many utilities will have to decide in the early 1990s whether to continue operating older nuclear plants or construct new generating capacity, NRC needs to use available information to begin making regulatory decisions.

To better focus industry and government efforts, we recomend that the Chairman, NRC, accelerate the schedule for developing license renewal regulations and stipulate the basis that will be used to evaluate renewal applications and the types of records, engineering analyses, and other historical I

information needed to support a request for continued operations, and resolve the outstanding technical, environmental, and procedural i

uncertainties."

NRC Response:

The Comission agrees that NRC should accelerate its efforts to resolve issues associated with license renewal. On June 22, 1989, the Commission was briefed by the staff on the status of ongoing activities for establishing regulatory requirements to extend reactor operating licenses beyond 40-years of operation.

The Commission requested the staff to allocate the resources necessary to promulgate a final rule on license renewal by April 1992.

In adopting this schedule, the Commission's intention is to resolve the generic safety and environmental issues in the rule itself rather than in individual license renewal proceedings. The NRC staff is expected to submit its program plan and projected resource needs for developing the' regulatory requirements associated with license renewal for Comission review and approval by August 31, 1989.
