This refers to1the performance appraisalLof the environmental monitoring H
program'(Cooperative Agreement NRC-30-83-647) conducted by Drs. R. B. Holtzman L
and ~J. E. House of:this office, at the State of Ohio Department' of Health -
on June 13 and 14, 1989, and to the discussion of our findings with you 1
and Dr.'G.- Davidson of the Ohio Department of-Health Laboratories and others of.your staff at its conclusion on June 24, 1989.
Subsequently, a telephone
-discussion was. held with Ms. D. Steva on June 20, 1989.
The enclosed report identifies several general areas examined during the appraisal.- Within.these areas, the appraisal consisted of a review of selected records and procedures and discussions with'the management and staff of.the 8ureau of Environmental Health Radiological Health Program and the Department
-l of Health Laboratories.
We found that, overall, the performance of the technical aspects of the program satisfied the objectives and conditions of the cooperative agreement bete en the State of Ohio and the NRC, and that improvement has occurred since the-previous appraisal in January 1985. However, the Cooperative Agreement cannot be considered fulfilled until you submit the annual reports for 1987 and 1988.
Based on our discussi.ons with you, 'we understand that these will be submitted j
to the NRC by October 1, 1989.
If'your understanding differs from ours, please so inform us.
Based on our review, and based on the above understanding, we have recommended continuation of the cooperative agreement currently in force.
