RE00EST FOR OBLIGATION OF FY89 FUNDS AND EXTENSION OF PERIOD OF PERFORMANCE OF PROJECT FIN

  1. B2485, HYDR 0 GEOLOGIC PERFORMANCE ASSESSMENT FOR LLW SITES' As stated in the April 13, 1989 memo to J. Funches from J. Greeves concerning LLWM mid-year contractual actions, we request obligation of an additional $50K for FY89 to complete work under project FIN #B2485. In addition, we request an extension of the period of performance of this project from May 31, 1989 to September 30, 1989.

We estimate that an additional $30K is needed for PNL to finalize draft products under Tasks 2, 3, 6 and 7. The level of effort needed to revise these products is more extensive than anticipated. Consequently, more effort is needed for PNL to finalize the draft reports than was originally budgeted for.

In addition to the $30K needed to finalize draft products, an estimated $20K is needed for PNL to perform short-term technical assistance as a subtask under Task 8 of the S0W. A description of the work required is included in Attachment 1, along with a completed reprogramming form.

Task 8. Short Term Technical Assistance PNL will review and evaluate specified portions of the DOE document submitted to NRC entitled, " Prototype License Application: Safety Analysis Report (PLASAR), for Belowground Vault design (BGV)." This document presents a conceptual design of a BGV low-level radioactive waste (LLW) disposal facility and an evaluation of the facility to demonstrate compliance with the performance objectives and technical requirements of 10 CFR Part 61.

PNL will review the Site Characterization (Chapter 2),

Environmental Monitoring (Chapter 2.9 and 4.4), and Safety Assessment (Chapter 6) Sections of the BGV PLASAR, and conduct independent calculations and analyses to verify assumptions and results. PNL will conduct its review in accordance with relevant sections of NRC NUREG 1200, " Standard Review Plan for the Review of a License Application for a LLW Disposal Facility" (SRP), and identify deficiencies in the SRP based on its review of the PLASAR. As additional guidance for PNL, NRC will provide PNL with a copy of a completed Safety Evaluation Report prepared by NRC based on its review of a similar DOE PLASAR for an Earth Mounded Concrete Bunker (EMCB) facility.

PNL will provide written comments and recommendations to NRC following its review and evaluation of the PLASAR in a letter report. The level of effort for this task is estimated to be approximately 1.6 staff months. PNL will provide draft comments to NRC by June 30, 1989, and final comments by August 30, 1989 for incorporation into NRC's Safety Evaluation Report of the BGV PLASAR.
