Byron Station Units 1 and 2 Braidwood Station Units 1 and 2 Application for Amendment to Facility Operating Licenses NPF-37, NPF-66, NPF 72, and NPF-77 1% _ Docket Nos. 50-454/455 and 50-456/411

Dear Mr. Muller:

Pursuant to 10 CFR 50.90, Commonwealth Edison proposes to amend Appendix A, Technical Specifications of Facility Operating Licenses NPF-37, NPF-66, NPF-72 and NPF-77. The proposed amendment requests changes to Technical Specifications 3/4.7.6, 3/4.7.7 and 3/4.9.12 to incorporate revised ventilation flowrates, a revised heater dissipation rate, clarify a testing method, correct a typographical error and delete a footnote reference that is no longer applicable.

The revised Technical Specification pages are contained on Attachment A. The description and summary of the proposed changes are presented in Attachment B.

The proposed changes have been reviewed and approved by both on-site and off-site review in accorde nce with Commonwealth Edison procedures.

Commonwealth Edison had reviewed this proposed amendment in accordance with 10 CFR 50.92 (c) and has determined that no significant hazards consideration exists. This evaluation is documented in Attachment C.

Assuming the propcsed Technical Specification amendment is issued with the new system flowrate limits for the Emergency Makeup System, a flow controller setpoint modification will be required. Since the amendment involves reducing the minimum control room ventilation (VC) flowrate, the controller setpoint change can be made within the limits of t.he new Tnchnical Specification amendment. One train of VC can be taken out of service (00G) at a time and the Action Statement entered when implementing the controller setpoint modification. Ilowever, when the proposed flowrate limits for t.he Non-accessible Area Exhaust Filer plenums are issued, some of the existing train and bank flowroter, may exceed the new limits. Therefore, special consideration is required when implementing this portion of the Technical I

Specification snendment. A flow controller setpoint modification is also l required for auxilliary building ventilation (VA). As the flow controller setpoint modification is implemented for each train, there will be a transition period when the VA train and it's associated banks meet the old limits versus the new flowrate limits. Taking one train of VA 00S at a time will require several weeks to implement the new controller setpoints for 3 trains and complete all testing. Therefore, Commonwealth Edison requests that a period of two months af ter the Technical Specification amen &nent is issued be allowed for implementation of the revised Specification. During this period, Commonwealth Edison proposes that the VA system be considered operable if the train and bank flow rates are between the maximum an minimum of the combined old and new flowrate limits. Therefore, if the flowrate of a VA train is less than or equal to 73,500 cfm, but greater than or equal to 55,669 cfm, then it would be considered operable. If the flowrate of a VA bank is less than or equal to 24,530 cfm then it would be considered operable. When the new controller setpoints are implemented, and all testing is completed, the proposed Technical Specification snendment will be ef fective.

Commonwealth Edison is also requesting the proposed amendment be issued by August 31, 1989, to enable implementation of the proposed changes in the fall of 1989, prior to the winter refueling outages at Byron and Braidwood Stations.

Commonwealth Edison is notifying the State of Illinois of our application for this miendment by transmitting a copy of this letter and its

- attachments to the designated State Official.
