Enclosed is a copy of Revision 2 of the Emergency Plan for the  ;

U .S . Geological Survey TRIGA Reactor Facility. The plan was i revised as permitted by 10 CFR 50.54(q) and this report is submitted accordingly. Our Reactor Operations Committee reviewed the changes to the Emergency Plan and found them to be minor and to not decrease the effectiveness of the plan.

The changes to the plan are marked in the margins of the pages changed. Explanations of the changes are as follows:

p .4 , Section 3.1.2.1 - Fire protection is now provided by the Lakewood Fire Department.

Section 3.1.2.1 - Initial treatment for injuries is now provided by the Lakewood Fire Department.

p.5, Section 3.1.2.3 - Initial response to the Code 10 alarm is now provided by the Federal Protective Service.

Section 3.2.1 - Transportation of contaminated personnel to the hospital is now provided by the Lakewood Fire Department.

p.8, Section 4.4.1 - The building radiation alarm system sends a signal to the Federal Protective Service and the Fire Department.

Section 4.4.2 - Emergency notification lists are now available at both the Federal Protective Service and Lakewood Fire Stations.

p.11, Section 4.5.3.2 - First Aid and injured personnel transportation are now provided by the Lakewood Fire Department.

p.12, Section 4.6 - Reentry following a building fire will now be done with consultation of the Fire Chief or Section Leader (Lakewood Fire Department).

p.13, Section 4.7.1, para.1 - Training of the Lakewood Fire Department personnel will be performed by training their senior personnel and giving all fire fighters a tour of the facility.

These changes were made to reflect the change in fire protection {

service for the Denver Federal Center. Originally, the Federal I I

Center had its own fire fighting group provided by GSA. This group has been eliminated and a contract has been placed with the Lakewood Fire Department to provide fire fighting and ambulance service for the Federal Center. The Lakewood Fire Department has four stations that could respond to alarms on the Federal Center and has significantly more equipment and personnel than existed at the Federal Center Fire Department. We feel that fire protection has there fore been enhanced by this change.

Response to a building radiation alarm (Code 10 alarm) is now performed by the Federal Protective Service. This is done because of their continual presence on the Federal Center and because their function is to secure the building until a member of the reactor staff arrives on the scene.
