Dear Mr. Thorne:

Enclosed is a request from Westinghouse Electric Corporation to export 56.0 kilograms of low enriched uranium.and 550 grams of plutonium contained in up to 20 irradiated fuel rods for post-irradiation examination and disposal at the U.K. Atomic Energy Authority, Windscale, U.K.

Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.

The applicant requests approval for the expert of up to 56 kilograms of Canadian origin material.
