SUBJECT:

COMMENTS ON THE STATIONARY NEUTRON RADIOGRAPHY SYSTEM (SNRS)

As requested in your letter of December 2,1988, we have reviewed the Generel Atomics digital instrumentation and control console for the SNRS which is being installed at McClellan Air Force Base in California. The staff had determined that the General Atomics Microprocessor Based Instrumentation and Control System is acceptable for use in TRIGA research reactors if the following conditions are met:

(1) The power monitoring and scram circuits do not exclusively consist of NM-1000 units.

(2) The watchdog timer circuit scrams and NM-1000 power level scram are incorporated into the reactor Technical Specifications.

The staff has determined that your instrument and control system meets these conditions. Because your facility is not licensed by the NRC, these comments are not binding on the Air Force and no response is required.
