CLOSE-0VT OF GENERIC ISSUE II.E.6.1.,

"IN SITU TESTING OF VALVES" The purpose of this memorandum is to document the completion of Generic Issue II.E.6.1, "In Situ Testing of Valves." Generic Issue II.E.6.1 was divided at its inception into four sub-issues. These were pressure-isolation valves, check-valves, reevaluation of thermal-overload protection provisions of Regulatory Guide 1.106 for motor-operated valves, and in situ testing of motor-operated valves.

The pressge-isolation valve testing sub-issue has been subsumed by Generic Issue 105, "Intersystem LOCA." This was done so that any recommended actions related to testing pressure-isolation valves would be identified with the same generic issue under which value/ impact studies have been performed to evaluate the safety benefit and cost effectiveness of various proposals for testing of such valves.

The issue of in situ testing and surveillance of check valves is being addressed by an industry effort. The industry initiative was requested by hRC in a letter from V. Stello, then Acting EDO of NRC, to H. Tucker, Chairman, B&W Owners Group, dated February 24, 1986.

In response, an ad hoc industry joint Owners Group effort was performed which resulted in the publication of two significant documents.

INP0 has issued SOER 86-03 entitled " Check Valve Failures or Degrada-tion," and EPRI has issued an application guide for check valves (EPRI NP-5479).

Many, if not all, licensees have instituted a program of check valve surveillance based on the recommendations of INPO, EPRI and the Joint Owners Group.

" Status of Staff and Licensee Actions In Response To San Onofre Nuclear Generating Station Unit 1 Event," the extensive NRC staff Action Plan developed to address numerous plant specific and generic concerns resulting from the San Onofre 1 November 21, 1985 loss of power and water hammer event was documented.

implementing staff actions relating to check valves.

Consistent with the staff Action Plan, IE assumed the NRC lead for coordination l

with the industry joint Owners Group during the period when the INP0 SOER and the EPRI application guide were being developed. During this period, at IE request, EIB reviewed and commented on a draft version of both the INP0 SOER q

and the EPRI application guide. However, all other EIB effort to address in situ testing and surveillance of check valves was discontinued as it was con-sidered to be subsumed into the industry generic check valve effort. As described in a memorandum dated April 22, 1986 from Gary G. Zech, IE, to Brian K.

Grimes, IE, re:

" Summary of April 7, 1986 Meeting With NSSS Owners Groups, to Discuss Industry Corrective and Preventive Actions Regarding Design, Installa-tion, Maintenance and Testing of Safety Related Check Valves," the ED0 indicated to the Owners Groups that if they took the lead in resolving generic check valve issues, their efforts would replace NRC activities, so that duplication cf work would be avoided.

NRR is monitoring the licensee implementation of the Joint Owners Group developed recommendations. SECY papers87-168, 88-74 and 88-297 have been prepared by the NRR staff to report results of industry progress. The Engineering Issues Branch plans no further work under G.I. II.E.6.1 regarding in situ testing of check valves. Under GI 105, " Interfacing System LOCA," EIB is investigating alternatives to leak-rate testing of pressure isolation valves including check valves. These alternatives include non-intrusive methods to detect check valve disk position and motion, as well as surveillance of irtternal parts by various means. Any new issue regarding testing of check valves that may be identified in the future wi'il be prioritized as a new generic issue.

Thennal overload protection of motor-operated valves was also studied as part of G.I. II.E.6.1.

The results of this effort are presented in NUREG 1296

" Thermal Overload Protection for Electric Motors on Safety-Related Motor-Operated Valves - Generic Issue II.E.6.1," published June 1988. The NUREG documents tie staff's conclusion that Reg. Guide 1.100 has been, at times, misinterprr.ted by ir.dustry, but that the basic philosophy in the Guide is appropriat.e. Several suggestions for improving thermal overload protection of motor-operated valves were outlined in NUREG-1296.

In addition, letters were sent to the pertinent subcommittees of IEEE and ASME/0M encouraging development of standards for thermal overload protection of MOVs. This completed staff actions related to the thermal overload protection sub-issue under Generic Issue II.E.6.1.

The subject of in situ testing of motor-operated valves was resolved by the issuance of Generic Letter 89-10 on June 28, 1989.
