i On April 19, 1989, Mr. Gutman called to discuss the application. I informed him that because of my schedule, I did not have time to discuss it in detail. However, I suggested that he review UNC's application because the request to process ]
40 kg units, separated by 12-inches, and subject to limited moderation controls was not, and could not be justified. -As in the past, UNC has failed to provide size and spacing limits and controls for each process unit. In addition, the proposed moderation conditions were limited and in effect, did not provide moderation control.
I explained that UNC should review the application to ensure that each process unit had specified maximum size and minimum spacing requirements. If moderation control is to be used, the qualification on the moderator limits and controls would need to be deleted. My schedule did not permit addressing these issues in more detail until after the FC Workshop on May 4, 1989.
In a second call on April 19, 1989, Mr. Gutman asked if he could forward a draft revision for discussion on May 4. I agreed to a short meeting on May 4 or on the morning of May 5. A site visit, perhaps during the week of May 22, 1989, would be necessary as part of the safety review. Both the meeting and the site visit would have to be coordinated with Region I staff.
