MEETING

SUMMARY

OF JUNE 15, 1989, REGARDING LEAD PLANT IMPLEMENTATION FOR WESTINGHOUSE MERITS TECHNICAL SPECIFICATIONS A meeting was held with representatives of Virginia Electric and Power Company (VEPCO) and the Westinghouse Electric Corporation (W) regarding the subject as noted above. A list of attendees is provided in Enclosure 1. The agenda and VEPC0 handouts are provided in Enclosure 2.

~he meeting was opened by YEPC0 stating that NA-182 would be the lead plant for the W MERITS Technical Specifications (TS) implementation program. VEPC0 personnel involved in the implementation have upper management support in performing their MERIT functions. Also, VEPC0 stated it was not their intent to have a formal meeting but rather a discussions of the topics identified in the handouts.

VEPC0 stated that the WOG MERITS requirements, if applicable, would be adopted for NA-1&2. Also, NA-1&2 would use the " Cross-Reference" option specified in MERITS. In addition, MERITS would not be used to introduce innovative new TS and the enhancements and Bases philosophy introduced by the WOG MERITS would be incorporated in the NA-1&2 MERITS TS. l It was generally agreed to that VEPC0 will make a submittal on or about September 30, 1989. The draft submittal will include those changes to the generic MERITS agreed upon in July and August meetings between the W Owners Group and the NRC. The submittal will cla include a marked up copy of the generic MERITS TS showing the differences between the NA-182 MERITS TS and the generic MERITS TS. This will assist the NRC in their review of the NA-1&2 MERITS TS. The NRC stated that any differences between the NA-1&2 MERITS TS and the generic MERITS TS or the existing NA-1&2 TS will require some level of justification. This will require more detail in future meetings or discussions.

The requirements on MERITS Bases were also discussed. VEPCO stated that they would be writing the NA-1&2 MERITS Bases to the same level of detail as the I generic MERITS, but for NA-1&2 specifics. The NRC stated that they are currently working on what they expect of the MERITS Bases and the changes.

The NRC staff expects they will soon be providing this information to the Owners Group. This will remain an open issue until then.

The use ofl the applicability Section (3.0/4.0) was discussed and the general consensus was that there was merit in having this section apply to the " Relocated TS with the same numbering system as the NA-1&2 MERITS TS. However, this will have'to be confirmed at a later date when the NRC and VEPC0 have given further ,

A detail discussion was conducted on current and future licensee amendment recuest.. It was suggested by the NRC that after they have approved the NA-182 .

requests that are retained in MERITS in duplicate, in both the NA-1&2 present '.

this will be done and will require further discussion at a later date. 4 VEPC0 indicated that the final transition of implementing the HA-182 MERITS TS would take approximately one (1) year and the best time to update the UFSAR  ;

impacted by the NA-182 NERITS would be during this one-year interval.

During this time period, both current and future licensee amendment requests could result in the need to issue license amendments. It was suggested by the URC.that after approval of the NA-182 MERITS TS for implementation VEPC0 should submit all license amendment requests for TS that are retained in NERITS in both the NA-182 present.TS and the NA-1&2 MERITS format. However, there was no final

' decision on how this will be done' and it will require further discussion at a

'! later date.

The subject 'of a review fee for this effort was discussed and the staff-indicated that it would obtain a position on this and notify the licensee.

l North Anna MERITS Schedule j Virginia Power volunteered to be a Lead Plant over 3 years ago.

Virginia Power will begin ts submit chapters of the North Anna MERITS T.S. and Bases to the NRC starting August 1, 1989 in draft form for review and comment and will submit thereafter each chapter as it is completed with this being concluded by September 30,1989.

This will provide the NRC with an opportunity to review the North Anna MERITS T.f. in conjunction with the WOG MERITS T.S. .

This will also provide time for the NRC and a Lead Plant, Virginia Power, to negotiate changes before making a final North Anna MERITS Licensing submittal.

This will save time and cost in preparing Shellys and Safety Evaluations on specifications that will be changed by the NRC.

Virginia Power will include in the initial submittals to support the NRC review and comments a copy of the North Anna Technical Specification roadmap, a marked up copy of the current North Anna Technical Specification for each chapter, and the draft version of the North Anna MERITS specifications and bases.

Criteria Application Report by July 14, 1969.

Once the NRC has reviewed each :hapter and the Technical Issues have been resolved, a license amendment request i4111 be submitted. We would hope that the s9bmittal could be made by January of 1990.

" Effects _of WOG MERITS Licensing Changes on North Anna MERITS"

" MOVING TARGET ISSUE" WOG MERITS T.S. was submitted to the NRC on March 30, 1989 The NRC has and will make comments that will modify the WOS MERITS T.S.

North Anna MERITS Specifications and Bases are being prepared based on the WDG MERITS T.S. submitted March 30, 1989 A cutoff date needs to be established as to when the changes to the WOG MERITS will not be included in the first North Anna MERITS T.S. submittal. We purpose June 15, 1969 to be the cutoff date.

Virginia Power will incorporate those changes that have been agreed to i by the NRC.and the WOG upon completion of Virginia Power's review and concurrence prior to sending the final North Anna MERITS T.S.

submittal to the NRC .

Later changes can be handled on a case by case basis .

'Will the Shelly be noticed as a category 2 or a category 3 ?

Who will be. responsible for the Gholly ? We would prefer that all Lead Plant Sho11y's be controlled through one group within_the NRC.

Status of Current License Amendment Request Virginia Power currently has fourteen (14) requests for technical specification changes before the NRC .

Virginia Power does not want to delay technical specification changes currently on the docket with the NRC for approval in the North Anna MERITS submittals.

Virginia Power suggest the following:

We continue to process those technical specification changes on the docket and those currently being packaged by Virginia Power under the ,

current Technical Specification change process. ~

Virginia Power will identify those changes that are and those that are not applicable to the North Anna MERITS T.S. in accordance with the Split Report and maintain the list of changes until such time the NRC has approved North Anna MERITS T.S. .

Virginia Power will incorporate those approved technical specification changes into the North Anna MERITS after the NRC has given final approval of the North Anna MERITS.

Virginia Power will incorporate and provide to the NRC a copy of the Technical Specification showing the incorporation.

After the North Anna MERITS has been approved, Technical Specification Change Requssts will be handlet uncer the new guide-lines of MERITS.

Acceptable Differences between The WOG MERITS and North Anna MERITS l

Structural, design and analysis differences are valid reasons for deviations from the WOG MERITS T.S. .

What is the required degree of conformity between the WOB MERITS and.

the North Anna MERITS ?

We will adopt additional requirements and will justify any deviations We will evaluate " current" completion times and surveillance frequencies for current requirements on en individual basis. We should not have to justify to keep these.

Use of The Applicability Section (3.0/4.0) i The WOG MERITS version of the "Appitcability" section is different i from the current versien in the North Anna Technical Specifications.

The most important changes result from the implementation of Generic Letter 87-09.

The North Anna Technical Specifications that are being retained in MERITS T.S. and those that are being relocated to other licensing documents will be revised so that reference to the " Applicability" section is appropriate.

We propose that North Anna Applicabille,' wi.ll apply to the relocated T.S. .

Virginia Power has made a considerable contribution in sanpower and monetary cost to the industry wide Technical Specification Improvement Program. Therefore a required review fee, if any at all, sh;uld takJ these things into consideration.
