) 50 328 SEQUOYAH NUCLEAR PLANT (SQN) UNITS 1 AND 2 - NRC BULLETIN 88-02, RAPIDLY PROPAGATING FATIGUE CRACKS IN STEAM GENERATOR TUBES As required by the subject bulletin, Enclosures 1 and 2 provide the Westinghouse Electric Corporation (W) nonproprietary and proprietary reports of SQN's thermal / hydraulic analysis for steam generator tube vibration-induced fatigue. These reports identify two tubes in SQN Unit 2 steam generators as being susceptible to fatigue-induced cracking if dented. The tubes are located in Row 10, Column 60, of Steam Generator 1 and Row 9, Column 60, of Steam Generator 4. Neither of the two tubes was determined to be dented by TVA's subsequent review of the data. data eddy current contractor analyst or the H data analyst during a Enclosure 3 provides the W safety review checklist for this analysis.

The long-term corrective action plan required by the actions requested section of the subject bulletin, Step C.2, has been fully implemented for Unit 1. The Row 10, Column 44, tube in Steam Generator I was stabilized and plugged in (

June 1988. The long-term corrective action plan for Unit 2 is to stabilize and plug the Row 10, Column 60, tube of Steam Generator 1 and the Row 9, outage. 60, tube of Steam Generator 4 during the Unit 2 Cycle 4 refueling Column Additionally, TVA has implemented an enhanced, primary-to-secondary leak rate monitoring program for both SQN units.

Because Enclosure 2 contains information proprietary to W, it is supported by an affidavit signed by W, the owner of the information. The affidavit provided in Enclosure 4 sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations. Accordingly, it is respectfully requested that the information that is proprietary to W be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations.
