50-328 SEQUOYAH NUCLEAR PLANT (SQN) UNITS 1 AND 2 - NRC INSPECTION REPORT NOS.'50-327/85-05 AND 50-328/85 REVISED COMMITMENTS By letter dated November 15. 1985, TVA responded to the subject NRC inspection report concerning review of'out-of-tolerance measuring and test equipment (M&TE).

In this response, TVA committed to:

1.

Complete the evaluation of all M&TE out-of-tolerance reports within an average of 14 working days of receipt onsite.

2.

AsLpart of this evaluation, identify all equipment affected and perform a complete history search.

3.

Perform a safety evaluation of all items not resolved in the first ten working days.

In an effort to standardize the M&TE process for TVA nuclear sites TVA is revising the SQN commitments regarding out-of-tolerance M&TE to read as follows:

1.

Complete the evaluation of all M&TE that is out of tolerance within an average of 30 calendar days of receipt onsite.

2.

As part of this evaluation, identify all equipment affected and perform a complete history search (no change).

3.

Delete this commitment. This aspect will be accomplished in accordance M'

with existing administrative controls under the condition adverse to quality (CAQ). program.

The above changes make TVA's commitment for Watts. Bar Nuclear Plant and SQN consistent. Management attention will continue to focus on prompt but thorough reviews. The CAQ process will determine if a 10 CFR 50.59 safety evaluation is required.

TVA believes this change is justified and, based on review of other utilities, is in line with current industry practices.
