Dear Mr. Thorne:
Enclosed is en application for an export license received July 3,1989 for low enriched uranium, as metal, for use by the Toshiba Corporation, Japan, in research and development of photo-ionization equipment and components for uranium vaporization and to evaluate materials compatible to uranium vapor and adaptable to the complex atmosphere of uranium vapor and laser beam.
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the-Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
