Dear Mr. Davis:

During discussions with members of your staff, CEI stated that additional information would be supplied covering Limitorque motor operator T-drains.

The attachment contains the safety evaluation of the Limitorque motor operators found during the recent inspections with missing T-drains, providing justification that the valves were operable during the first fuel cycle.

Based on the evaluations CEI has determined that the as found conditions did not affect plant or systems operability during the first fuel cycle. The T-drains will be installed in the valves prior to startup following the first refueling outage. Thic should resolve all the NRC's r.on._ erns with this issue.

Based on conversations with members of your staff, it is CEI's understanding that this is the final documentation presently requested by the NRC on the Equipment Qualification status.
