SUBJECT:

SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED APRIL 19, 1989, RE INCREASE OF AMERICIUM-241 POSSESSION LIMIT

Background

Over a period of the next 2 years, BWFC will be subjected to an International Atomic Energy (IAEA) addit of the CNFP nuclear material control program. In performing the audit, IAEA inspectors will be utilizing two encapsulated americium / lithium sources. On March 30, 1989, License No. SNM 1168 was amended j to authorize the possession of these sources with a maximum possession limit of j 2 curies. Subsequent to the license amendment, the licensee received notifica- i tion that the combined activity of the two sources would exceed 2 curies. f On April 19, 1989, BWFC submitted an application for license amendment j requesting the possession limit of Americium-241 be increased to 5 curies.  !

I Discussion I The staff has determined that the present radiological safety program, including sealed source leak testing requirements, is adequate to support'the increased possession limit. Therefore, to accommodate this request, it is reconsnended that Condition 8.M. be revised as'follows:

8.M. 5 curies This licensing action is in accordance with 10 CFR 51.22(c)(14)(viii), and therefore, neither an Environmental Impact Statement nor an Environmental Assessment is warranted for this action.

Conclusion / Recommendation Staff finds that the proposed change to the license will have no adverse effect on the public health and safety or on the environment. Approval of the amendment application is recommended.

The Region II Principal Inspector has no objection to this proposed action.
