Operating License No. DPR-73 Docket No. 50-320 Technical Specification Change Reauest No. 64 and Revision to the Organization Plan The Technical Specification Change Reouest and Revision to the Organization Plan are submitted in support of Licensee's reauest to change Operating License No. DPR-73 for Three Mile Island Nuclear Station Unit 2.
As a part of this reauest, proposed replacement pages for Appendix B are also included.

Operating License DPR-73 Docket No. 50-320 Technical Specification Change Request,(TSCR) No. 64 and Revision to the Organization Plan
,GPU. Nuclear requests that attached page 6-1 of the TMI-2 Technical Specifications (Tech._ Specs.) replace existing page 6-1 of the Tech. Specs.
and attached Figure 1.2 replace the existing figure in the TMI-2 Organization Plan.
Reason for Change
.The proposed change requests deletion of the TMI-2 Deputy Director position which has been vacated.
Justification for Change The responsibilities of the TMI-2 Deputy Director were comprised primarily of assisting the TMI-2 Director in overseeing the daily operations of the TMI-2 Cleanup Program. However, at this late stage of the cleanup program, GPU
. Nuclear has determined that a Deputy Director is no longer required to ensure effective management oversight and timely completion of the cleanup. The previous TMI-2 Deputy Director was re-assigned in December 1988. In the interim, pending selection of a replacement, the duties of the Deputy Director have been effectively assumed by other management personnel. Therefore, it
.has been concluded that the need for this position no longer exists.
No Significant Hazards Determination 10 CFR 50.92 provides the criteria which the Commission uses to evaluate a No Significant Hazards Consideration. 10 CFR 50.92 states that an amendment to a facility license involves No Significant Hazards if operation of the facility in accordance with'the proposed amendment would not:
1.
Involve a significant increase in the probability or consequences of an accident previously evaluated, or 2.
Create the possibility of a new.or different kind of accident from any accident previously evaluated, or 3.
Involve a significant reduction in a margin of safety.
l This proposal deletes a support position in the Office of the Director -
l TMI-2. This position was originally established early in the cleanup program l
to ensure effective oversight of the myriad of activities that were occurring in preparation of defueling the Reaccor Vessel. As the Lieanup prrgram approaches completion, with an attendant, reduction in the level of activities, the need for this additional oversight is no lenger extant.

p-l Thisl change would not involve a significant increase in the probability or cons'equences of an. accident nor create the possibility of a new or different
' kind of accident because the change involves administration of the cleanup i
effort and not direct supervision of the unit's systems and components. This change would not involve a significant reduction of the margin of safety since it has been demonstrated that effective management oversight of the remaining
- cleanup activities is being provided under the proposed organizational structure. Based on the above, GPU Nuclear concludes that No Significant Hazards is involved in this proposed change.
