Dear Mr. Austin:

j I recently received the attached letter from Mr. George B. Moore, Actin Regional Administrator of the General Services Administration's (GSA's)g -

National Capitol Region, informing me 1. hat GSA intends to terminate the detail of Federal Protective Officers (FP0s) assigned to One White Flint North effective October 1,1989. As you will recall, the current detail l of two FP0s to our headquarters building is the result of an agreement reached between GSA and former Nuclear Regulatory Commission Chairman Lando W. Zech, Jr., in March 1980.

l As the current Chairman of the NRC, I am writing to urge that you reconsider your decision to

  • terminate these services. Unlike most other Federal agencies, the NRC must carry out its responsibilities in the context of the continuing national debate on the future of nuclear power. As a result, our decisions and implementing actions are subject to intense scrutiny and~ criticism by both advocates and opponents of nuclear power, which, given the strong emotions this issue engenders, can at any time create the conditions in which law enforcement responsibilities must be exercised.

Our move from downtown Washington, D.C., to our. current suburban location has not lessened the likelihood that such potentially disruptive activities will occur. As recently as the fall of 1988, during a series of-particularly important public meetings, our on-site FP0s were required to physically eject several attendees intent on disrupting the Commission's decision making process. Moreover, because of' design features of One White -

Flint North, we have experienced continuing difficulty in controlling access by unescorted individuals to the'two floors occupied by the NRC Commissioners. Contract security guards do not have the necessary level of training, the professionalism, or adequate authority required to handle

these highly sensitive situations. Clearly, over the years, the FP0s -

l assigned to us have consistently performed to the highest professional standards. Reliance on periodic FP0 patrols or emergency FP0 response capability is not a reasonable a~1ternative. In most instances, such assistance would be inevitably untimely due to local traffic conditions i and possible recall from other assignments.

I strongly believe that our experience during the past year not only justifies continuation of the current detail of two FP0s, but also warrants its augmentation by two additional officers.. An on-site force of four FP0s would provide full coverage for the 17th and 18th floors of the building  !

that house the senior management of the agency while providing the 1 necessary level of response and coverage for other sensitive areas;of the building on regular Federal work days. .The NRC would continue to use contract security guards for routine access processing at our lobby entrance and for roving security patrols in other areas of the building, including the parking facility beneath the building.
