DOCKET NOS. 50-445 AND 50-446 LIMITOROUE ACTUATOR MOUNTING BOLTS SDAR: CP-89-020 (FINAL REPORT)
Gentlemen:
On; July 17, 1989.. TU. Electric verbally notified the NRC of a deficiency
' involving Limitorque actuator mounting bolts. After further evaluation, it was concluded that this condition is not reportable under the provisions of IOCFR50.55(e).
Limitorque actuator mounting bolts are required to meet the material specification of ASTM A193 Grade BBM. A walkdown determined that the bolts
' installed in the field are not marked "B8M" on the head of the bolt as required by ASTM. The installed vendor supplied bolts were found to be inscribed with the number 316 which is not a recognized symbol for any type or grade of standard bolting.. This condition was documented on nonconformance reports.
Six bolts were removed from two Unit 2 Limitorque actuators and were destructively tested. The test results indicate that the bolts meet the chemical composition and mechanical properties specified per ASTM A193/A193M-
- 87. Grade B8M.
Based on these test results, in the event this deficiency had remained uncorrected, it could not have adversely affected the safe operation of the. plant, and~therefore this issue is not reportable.
