Submittal of " Method for Generation of One-Dimensional Kinetics Data for RETRAN-02," and "' Application of One-Dimensional Kinetics to Vermont Yankee Transient Analysis Metheds" Reports
Dear Sir:
In accordance with the schedule provided in our letter of October 13,1988 [ Reference (b)], Veraont Yankee herewith submits the subject reports for your review and approval. These reports document the methods for gecerating the one-dimensional (1LD) input data for RETRAN-02 and analyzing transjents witt RETRAN-02 with the 1-D kinetics option. The reports are a result of the 1-D Kinetics Program Plan [ Reference (c)].
The report, " Method for Generation of One-Dimensional Kinetics Data for RETRAN-02," YAEC-1694, provides the methodology used to produce 1-D cross l
sections and kinetics parameters for input to the 1-D space-time kinetics model of RETRAN-02. This methodology makes use of SIMULATE-3 to characterize the neutronic response of the Boiling Water Reactor (BWR). The linking code, SLICK, has been developed to functionalize the 1-D neutronic data from SIMULATE-3 in terms of the thermal-hydraulic feedback variables in RETRAN-02.

The intended licensing methodology is justified by comparison to an alternate, statistical method which demonstrates the conservatism in this approach.
_ As stated in Reference (b), these methods are planned to be applied in the Vermont Yankee Cycle 15 analysis. The accuracy of the comparisons l
validates these methods for use in reload licensing and plant support applications. Because the calculations must begin in October 1989, we request that your review and approval of these reports be completed consistent with this schedule.
