Re: Docket 50-188/89-01

Dear Sirs:

This is in response to the notice of violation described in Appendix A to

your letter of 21 March 1989, namely, that the University Facility Key

Control and Distribution Office had not established control over keys issued

for access to the Nuclear Reactor Facility.

We acknowledge the violeion to the extent that records of keys in issue

were inadequately maintamed. Our long experience of cooperation with the

bonded locksmiths employed by the University leads us to assert that no keys

were issued without proper authority. We in the Nuclear Reactor Facility

are willing to accept that the responsibility for the violation rests on our

failure to institute an audit procedure to assure adequate record keeping.

As of 3:00 p.m. on 9 Feb 89, records of the Nuclear Reactor Facility and the

University Facility Key Control and Distribution Office were in accord and

full license compliance was assured. As of 15 March 89, the Reactor Facility

locks were changed and new keys were issued to authorized personnel.

The Reactor Facility Procedure for " Entrance to the Reactor Bay" is being

revised to include provisions for key control, accountability, and compliance

audit. The new provisions were implemented on 15 Mar 89. Revised

procedures have been submitted to the Reactor Saf* guards Committee for

their consideration and approval is expected by 15 Apr 89.
