(a) Letter from Mr. G. C. Lainas (NRC) to Mr. J. A. Tiernan (BG&E),.

dated February 1,1989, same subject Gentlemen:

In. Reference (a), Mr. Guf C. Lainas of the NRC Staff requested that we provide our plans and schedule to either qualify, test, or replace the Amphenol electrical penetration ussemblies installed at Calvert Cliffs.

He stated:

"Without further consideration of the fuse that burned out in the 120V. circuit 15 seconds into the test

and an an ilysis that considers the worst case insulation resistance, Calvert Cliffs has not provided sufficient test data and supporting analysis to demonstrate functional operability of the amphenol (Bunker Ramo) canister-type penetration." We reviewed the environmental qualification file for these components and conclude that sufficient information exists within the file to demonstrate qualification in accordance with the requirements of 10 CFR 50.49. Since we have found that the components are qualified, we have no plans to qualify, test, or replace them.

In May 1988, we sent Mr. Paul Shemanski of the NRC Staff a copy of the environmental qualification file for these components. In the months following May 1988, we exchanged information with the NRC Staff and with other atilities with similar electrical penetrations. We added some of this information to our qualification file.

The additional information has served to support our original conclusion that the penetrations are qualified.

We met with members of the NRC Staff on April 18, 1989 to discuss our qualification file, highlighting the information that we added. The most significant new information is the similarity between our electrical penetrations and the electrical penetration that. was successfully tested for Braidwood 2 several inonths ago. In addition, we addressed the NRC Staff concerns regarding the burned-out fuse and the worse case insulation resistance. During the meeting, we answered the NRC Staff's concerns to I
