In addition, the licensee should confirm that classification of an activity as safety-related automatically causes the use of safety-related procedures, cautions and constraints. 1 I LASALLK_RESERHSE: Supervisory and other personnel are required to use the information ) handling system to determine the classification of activities and components at LaSelle Station. Specifically, the Operating Engineer is responsible for classifying maintenance activitier as safety-related by LaSalle Administrative Procedure LAP-1300-1, " Work Requests" (NWR). Commonwealth Edison Company (CECO) Quality Assurance Manual Quality Procedure 2-53 (Quality Assurance Programs for Operations Classification of Structures, Systems and components) require Station supervisory personnel to use the information handling system to classify work requests and procurement requests, and to apply the activi-ties described in the Quality Procedures for Operations to safety-related structures, systems, components, and the parts and materials of these components. In addition to the Operating Engineer's classification of an NWR, Work Analysts are required by LAP-1300-1 to verify the safety-related classification. When a NWR is classified as safety-related by an Operating Engineer, LAP-1300-1 ensures that safety-related procedures, cautions and constraints are utilized. Safety-related NWR's require additional levels of approval and review, and require the use of the information handling system in the development of detailed work instructions. Workmen are required to document troubleshooting and disassembly of safety-related equipment of approved administrative procedure forms. I

HRC_REQUESI_IDiLIIh2tl.4 (Management ContI91rd The licensee should describe their program of management controls that will be used to assure their management that the equipment classification information bandling system was properly prepared and validated, is properly maintained, and is being used as intended. LASALLE RESPONSE: Commonwealth Edison Engineering Procedure Q.12.3 governs the control of the 0-Jist (Equipment Classification Handling System). This procedure delegates the responsibility for the classification of components to the Architech-Engineer - Sargent and Lundy. Sargent and Lundy Project Instruction PI-LSNS-44 provides the criteria and procedures for the classification of components. The Q-list is controIIed by a design drawing. As such, its preparation, validation, and maintene.nce is controlled by the following Sargent and Lundy Project Instruction: PI-LSNS-06 Processing of Drawing Change Requests (DCRs) PI-LSNS-17 Preparation of Maintenance of Q-list and by Sargent and Lundy General Quality Assurance Procedure GO-3.07, Sargent and Lundy Drawings. Controlling the Q-list as a design drawings ensursa thatt It will be maintained current as modifications to the plant are made. When a modification is implemented, the station issues a DCR which requires all affected design drawings to be revised in accordance with Sargent and Lundy Project Instruction PI-LSNS-06 stated above. Users will always have a means to verify that the Q-list drawing revision level being used is current. For the LaSalle County Station, the current revision level of each design drawing is tracked by Sargent and Lundy Interactive Drawing System (SLIDS). The SLIDS system is updated on a monthly basis and copies are distributed to Commonwealth Edison Engineering and Station personnel. ) I 0184Ts7}}
