Dear Mr. Matthews:

It has been brought to our attention that to facilitate construction at the Tuba City site, DOE would appreciate our comments on the final design of the cover system prior to issuance of a final Technical Evaluation Report (fTER).

Based on a review of the final cover system, we have concluded that the design is acceptable.

Formal NRC conditional concurrence in the RAP will be given in the fTER which is currently being prepared.
